How to Access?
First, you need to locate the individual's name, his or her age, the birth date, and the court proceeding date. You need to mention your objective to view these records, and your relationship with the concerned individual. You must also provide a valid photo ID proof.
You have to identify which court held authority over the records. West Virginia has several courts, including Circuit, Magistrate, Municipal and Family. If you are able to locate the court of jurisdiction, it will help you increase your chances of success.
You can also contact a court with jurisdiction or the Supreme Court of Appeals. This court is regarded as West Virginia's highest court and the court of the last resort. Submit the form or a request in writing with a lot of details.

West Virginia Circuit Courts began a partnership with Software Computer Group, Inc. in 1994 to make court records available electronically through WV Circuit Express. In 2004, this system was expanded to allow online access via any web connection.
Who May Access WV Circuit Express?
Any individual or group may access the online Circuit Express database with a paid subscription. An account must be created to use the system. Costs for an account include a one-time $125 set up fee, a $38 per month subscription fee (6 months minimum), plus a $1.00 per minute connecting charge.
Available Records and Restrictions to the Circuit Express System
Most Circuit Court information from most West Virginia Counties are available. Information provided through the online database include general information about a court record or document. Actual documents are not viewed through this system. Rather, only general information, such as dates and descriptions of the document, are provided online. Private information such as Social Security numbers, addresses, and birth dates are also not available online.
