Getting personal records from a Virginia background check resource will be difficult unless you are doing research on an immediate family member. The Vital Records office only hands out copies of birth, death or marriage records to relatives until the records are at least 50 years old. If you are a relation, you will have to provide some documentation about that along with your application forms.
Accessing Criminal Records
You can contact the State Police as a Virginia background check resource and some records are available to the public. As a member of the general public you will have to get your application form notarized (authorized industries as employers do not have to do this). Forms can be printed from their website but they have to be mailed in. There is no online search, though there is a separate sex offender database that is searchable on their website.
