Chapter 92F of the Hawaii Revised Statutes is the Uniform Information Practices Act, which also includes their Freedom of Information Act, and covers the public's right to inspect public records in Hawaii. The term "personal record" is used for public records in Hawaii, and has been defined to mean "any item, collection, or grouping of information about an individual that is maintained by an agency. It includes, but is not limited to, the individual's education, financial, medical, or employment history, or items that contain or make reference to the individual's name, identifying number, symbol, or other identifying particular assigned to the individual, such as a finger or voice print or a photograph."
In Hawaii, public records are more readily accessible than in some other states, as Hawaii has less restrictions on which public records in Hawaii are not deemed appropriate for public inspection. The only records which are listed as restricted in the statue are those government records which could constitute an unwarranted invasion of privacy, those pertaining to judicial action, which are not already discoverable, confidential records which allow the government to legitimately function, federal or state records which are protected by other state's disclosure laws, and working drafts of legislative bodies.
