The Minnesota Judicial Branch has published several documents on accessing public records in Minnesota. These rules vary depending on the type of document an individual or agency is attempting to access including judicial records, case records, administrative records and vital statistics records. Judicial records, for example, are ?presumed to be open to any member of the public for inspection"according to the rules. Access to Minnesota public records pertaining to vital statistics is very strictly limited and mainly only available to the child who is the subject of an adoption proceeding.
In 1994, the Minnesota Government Information Access Council (GIAC) was formed to improve access to government information by the public in an effort to create a more transparent government. It is the job of this council to foster a clear understand of the specifics of access to public records in Minnesota as well.
