The Open Records Law pertaining to North Dakota public records states that "except as otherwise specifically provided by law, all records of a public entity are public records, open and accessible for inspection during reasonable office hours."
A copy of any public records in North Dakota from any public agency must be provided to any requester. The request need not be made in writing and if requested, the copy must be mailed in a reasonable time. Any public entity may charge up to twenty-five cents per page for paper copies.
Access to electronically stored public records in North Dakota is free, provided that these records are accessible without the need for a computer backup. There is no requirement for any public government entity to provide access to a computer terminal for the acquisition of North Dakota public records. An individual's rights are violated if reasonable access is not provided to any document deemed to be of public record.
